"This report advises the Prime Minister on a mandate for the newly created Department of Industry, Science and Technology (DIST). The purpose of the Department should be to foster the economic growth and development of Canada by promoting an internationally competitive commercial sector, encompassing firms of all sizes. The development and application of S&T are particularly important means to this end, and so the Department should have a special responsibility to promote them"--Mandate, page 2.
