"The purposes of this report are: (1) to provide a general background on the establishment and development of the L.D.C., its policies, objectives, programs, and activities for the period from 1970 to April 1977; (2) to perform an in-depth case study for a small area in the St. Peters-Morell district (lots 38, 39, and 40) which will consider all transactions between 1970 and April 1977; and (3) to analyze in detail the purchases and releases of the L.D.C. for the fiscal year 1976 to 1977"--page 4.
