The CRA will use this research to review its policies, procedures, and communication to the non-filer target audience. Eight focus groups were conducted between August 22 and August 29, 2019, with two groups in each of Vancouver, Calgary, Toronto and Montreal. Four focus groups were conducted with individual non-filers for the 2017 tax year, and four focus groups with small business corporation non-filers for the 2017 tax year."
