"Despite a tremendous growth in consumer credit in Canadain recent decades "special problems" regarding the unavailability of credit to certain subgroups have been identified as an issue. Of particular concern has been the availability and cost of credit to low income consumers. There were indications that at least some credit unions in Canada offer special access to credit programs for low income persons. Unfortunately, it appeared little research had been done to find out the location and characteristics of these programs and what might be learned from them. This lack of knowledge was identified as the research problem, of concern to both the Consumer Research and Evaluation Branch of Consumer and Corporate Affairs Canada and the Canadian Co-operative Credit Society. An agreement was reached to conduct a jointly sponsored research project"--Summary.
