520 |a"The primary purpose of this study is to identify and evaluate arguments for liberalizing the regulatory environment surrounding the satellite sector in Canada and to consider a number of specific directions for public policy in this sector of the telecommunications industry. Regulatory issues in the satellite sector have received no where near the same degree of attention as has been paid to the terrestrial sector of the telecommunications industry. In part this may reflect the relative sizes of the two sectors. It may also reflect the relatively small number of direct "stakeholders" in satellite communications (to date). In any case, there is a serious dearth of economic and public policy research in this area and there have been very few systematic efforts to identify and estimate important economic relationships affecting supply and demand conditions for satellite telecommunications"--Introduction, page 1.
