"This report consists of three parts. In Chapter 1, we examine the impact of conservative valuation regulation and nominal solvency constraints imposed by government regulation in Canadian life insurance firms. In Chapter 2, we examine the evidence in support of a rational equilibrium price distribution for life insurance. In both chapters, we evaluate the relevant aspects of market failure in markets for life insurance and assess the policy options available to government. Finally, in Chapter 3, we discuss three other studies of insurance regulation to appraise their policy conclusions"--Executive Summary.
