"This study had two objectives. The first objective was to determine the feasibility of measuring the effectiveness of different compliance activities undertaken by the Consumer Products Sub-activity. Given that such measurement was feasible, the second objective was to determine the effectiveness of these compliance activities. The study was also intended to make recommendations regarding the feasibility of extending the pilot to other parts of Canada and to other program areas"--Executive Summary.
