"The purpose of this report is to analyze the experience since 1974 under the various provincial statutes and with the benefit of the 1976 study framework to consider three particular issues: (i) What administrative and consumer-initiated remedies/enforcement options ought to be included in any federal trade practices legislation that might be adopted? (ii) What are the constitutional implications of the various noncriminal enforcement options and remedies discussed in (i)? (iii) Given the results of the exercises in (i) and (ii), what legislative proposals may be favourably considered by the federal government?"--page 2.
