This is a very good approximation because, although the reference orientation is not precisely inertial, it is 'Earth-pointing' and thus rotates once per orbit. For geostationary communications satellites this represents a rotation of the reference orientation of 2n radians every 24 hours - virtually negligible compared to the circular frequencies of flexible spacecraft modes.
