"The paper studies the winter flow and ice conditions on the St. Clair and Detroit Rivers, the probability of winter oil spills, the effects of ice on winter oil spillage and the containment and recovery of the spilled oil from the rivers under winter conditions. The study shows that oil and ice may be separated and the oil contained by a floating boom (or booms) properly designed and deployed on the water surface. Equations for designing and laying the boom are derived. Large volume surface pumping seems to be the most effective way for final oil recovery"--Abstract, page i.
