"The purpose of this report is to review the economic theory relevant to water pricing. The theory is examined to determine how the objectives of economic efficiency and cost recovery might be achieved through water pricing. Marginal cost pricing is shown to be the most efficient system when cost recovery is not an issue. Because marginal cost pricing may not result in full cost recovery, other pricing systems including Ramsey pricing, Coase tariffs and multipart tariffs are examined"--Abstract, page i.
