"The purpose of this study was to do a follow-up survey of a number of firms in the industrial machinery sector. These firms were originally surveyed in 1975 on their R & D and innovation process and how these factors related to the ownership of the firm, market strategy, investments in R & D and export activity. From the original sample of 22 firms, a subsample of 19 small and medium size firms were selected for the follow-up study. It was decided to concentrate on the smaller firms because the large ones were seen to be quite self-sufficient and indistinguishable in behaviour from any large multinational firm in the same industry. Smaller firms, on the other hand, had a variety of strategies and practices and had greatly differing resources to pursue their strategies. Consequently it was felt that if the study were to have some relevance for public policy development, then the study should concentrate on smaller firms whose survival and strategies are very sensitive to public policy"--Introduction.
