"In late 1972 the Ministry of Transport announced land expropriation action on Sea Island, in order to prepare for construction of a new runway at Vancouver International Airport. In March, 1973, a Department of Environment Steering Committee, including a representative from Environmental Protection Service (EPS), was brought together to initiate a study of the environmental effects of the airport expansion, with the study duration understood to be one year"--Introduction.
