"Environment Canada has witnessed many changes and challenges in recent years. Environmental issues have become more global in scope, and the Canadian public has become increasingly knowledgeable and concerned about environmental issues. As a result, the need for transparency, sound scientific information, and open participation in environmental decision-making has increased. The unprecedented rate of S&T knowledge production in modern society has also generated new questions and management issues for governments and society. The combination of all of these factors requires Environment Canada to maintain a strong commitment to excellence and leadership in environmental S&T. The S&T Management Framework and subsequent reports on the management of science and technology in Environment Canada are aimed at promoting effective S&T management"--Summary.
