"In carrying out the communications experiments using the Hermes satellite, considerable practical knowledge was acquired by DOC and by the experimenters about the process of experiment implementation. This Technical Note records many experiences, observations and recommendations regarding the process. It is based largely on a debriefing session of the major social experimenters sponsored by DOC in September, 1977. It is intended as a reference for those involved in planning future communications projects. Topics emphasized in the report are administration, technical aspects, interaction and evaluation"--Abstract, page 1.
