"A well-functioning administrative segregation program is essential to the effective operation of the Correctional Service of Canada’s (CSC’s) institutions. It contributes to the safety and wellbeing of both inmates and staff by maintaining a manageable security environment within the institution. As per the Corrections and Conditional Release Act (CCRA), the purpose of administrative segregation is to keep an inmate from associating with the general inmate population in cases where the inmate jeopardizes or puts at risk the security of the institution, the safety of other inmates or staff, or his or her own safety is at risk"--Executive summary, page ii.
