"Increasing congestion of C-band (6/4 GHz) frequencies for satellite communications in the South-East Asia necessitates the utilization of the Ku-band at 14/11 GHz. However, this is a tropical monsoon region, and satellite communications using Ku-band frequencies can be seriously affected by rain attenuation, causing severe degradation of the system performance. Three ASEAN countries (Indonesia, Singapore and Thailand) in collaboration with Canada, jointly conducted a measurement program on the effects of rain attenuation at 12 GHz at relatively low elevation angles, using a radiometric measurement system. The results of three years of rain attenuation measurements in Indonesia, Singapore and Thailand, as well as site-diversity measurements in Thailand, are presented in this final report"--Summary.
