"This report contains the findings of an investigation into the decision making processes used by intermediaries, such as builders, and utilities, in their purchases of energy using equipment for installation in new housing. In addition to reporting the results of clinical and survey research in this area, the study evaluates alternative policy options in terms of the likelihood of their implementation leading to reduced energy consumption in the residential sector"--Abstract.
