"The catch of adult herring in Division 5Y in 1977 was 20,204 tons. This amount was in excess of a recommended total allowable catch of 7,000 tons set by ICNAF in January, 1976. The excess was attributable to the U.S.A. exceeding their quota by 13,195 tons; this fishery has never been included in the assessment"--Page [1].
