"The terms of reference for this study of the Canadian construction industry, as laid down by the Royal Commission on Canada's Economic Prospects, were to make an economic study and appraisal of all aspects of the construction industry, including probable trends and prospects for the next 25 years. Further, for purposes of this study, the construction industry was so defined as to include only independent contracting or operating units, that is, independent agents actually engaged in or performing some construction operation"--Preface.
