"There is an increasingly large number of chemicals, oils and other hazardous substances spilled as a result of highway, rail, and waterway accidents; storage tank leaks; pipeline breaks; or other "unscheduled events". On occasion, these events reach major (disaster) proportions. While major spills are rare, spills in general are not. In many areas, there are daily occurrences in which tanks, drums, bags, bottles, pails, boxes, streams, piles and clouds of hazardous materials are dispersed in a manner that no one ever intended. These spills can be further complicated by such factors as terrain, population, location, weather, and human elements"--Introduction.
