"The Department of Fisheries and Oceans Canada (DFO) adopted a National Fishery Monitoring policy in 2019. To implement that policy, DFO has created a framework for the Quality Assessment (QA) of estimates derived from fishery monitoring programs, the most common estimates being those of total catch. This framework defines a comprehensive list of statistical and operational characteristics of estimation processes that must be examined to assess the quality of estimates. This report offers guidance on applying the QA framework. We review the quality assessment framework and present practical suggestions on efficiently carrying out a QA"--Abstract, page iv.
