"By reason of the novelty and complexity of the subject and the difficulty of examining and correctly appreciating the effect of the statutes of the Dominion and the nine provinces in Canada, as well as the cases relative thereto, the study is necessarily inconclusive; its main purpose has been to illustrate the fact that the constitution has led the Dominion and provinces to adopt expedients and devices and to show what some of these expedients and devices are"--Preface, page 5.
