"The problems associated with neighbourhood decline pose significant dilemmas for politicians, municipal administrators, service providers and especially, residents of declining neighbourhoods. Frequently, residents organize to develop their own strategies for addressing these issues. The purpose of this study was to increase our understanding of resident-initiated action by exploring how one group of residents tackled a problem in their neighbourhood"--Abstract.
