520 |a"Perhaps more than anything else, the Prices and Incomes Commission will be remembered for its attempt to develop a price and income restraint program during the summer and fall of 1969, as well as the subsequent implementation of a price restraint program during 1970 accompanied later in the year by a modified wage and salary restraint program. To some, these efforts reinforced negative views held on the effectiveness of incomes policy. To those who were involved, however, whether in government, industry or the labor movement, the effort represented an attempt at participation in the formulation of economic policy.
