"The lobster fishery in Lobster Fishing Area 32 was in a state of collapse between 1978 and 1981. Annual landings for these years (about 5% of the high levels of the late 1800's) were the lowest ever recorded. Landings began to increase in 1982 and by 1986 were more than five times higher than 1981, prompting a group of fishermen to request a longer season. Data on most aspects of lobster ecology, specific to this area, are unavailable"--Abstract, page 2.
