"In the context of the COVID-19 pandemic, the Privy Council Office (PCO), the secretariat responsible for providing nonpartisan advice to the Prime Minister and coordinating the work of federal government departments and agencies, needed ongoing access to quantitative data describing the evolution of Canadians' perceptions, attitudes, knowledge, and behaviours in this uncertain context. The Behavioural Insight Tool (BI), developed by the World Health Organization (WHO), was used as the data collection tool for this study. At each survey wave, the collection tool was adjusted to reflect the evolution of the pandemic and the primary data needs of PCO"--Background and objectives.
