"In accordance with Canada’s Tobacco Strategy, the Government of Canada has announced a target of less than 5% tobacco use by 2035 to help reduce the death and disease burden associated with the use of tobacco products. Tobacco package labelling is a well-established strategy to raise awareness of the health hazards and effects associated with tobacco use. Recently, new measures to protect young persons and others from inducements to use tobacco products have also been introduced with the implementation of plain and standardized appearance measures for tobacco products and tobacco packaging"--Background and research objectives, page 7.
