"The purpose of this paper is to examine the Canadian labour relations climate and its potential influence on investment. The paper will describe the current state of industrial relations in Canada through an analysis of its legal and social context, and the level of industrial conflict. This analysis will provide the basis for an assessment of the extent to which the labour climate may pose a real or perceived disincentive to investment, and for a strategy to improve its influence on investment attitudes"--Purpose, page 1.
