"This report is intended to provide an objective summary of information available in published papers and unpublished reports, considering factors related to declines observed in the extent of beds of eelgrass, Zostera marina, along the east coast of James Bay, Québec. It was written to support Environment Canada’s commitment to better understand the causes of changes in the coastal ecosystems of James Bay, and their implications for birds and other wildlife and for the residents of coastal communities"--Preface, page 2.
