"One of the main problems of economic and social development planning in a liberal industrial society concerns the adaptation of the mechanisms of State to its new role as a prime mover in this field. As an introduction to a wider study aimed at the problem of regional planning by the State, it is necessary, to begin with, to identify a number of factors which govern the organization of planning activities"--Introduction, page iv.
