"This document presents the results of an evaluation of the open government program, which is administered by the Office of the Chief Information Officer, Treasury Board of Canada Secretariat (TBS). The evaluation was carried out by the TBS Internal Audit and Evaluation Bureau, with the assistance of Goss Gilroy Inc., and was conducted in accordance with the Treasury Board Policy on Results. The evaluation assessed the relevance and effectiveness of the program. It was a formative evaluation and therefore covered immediate outcomes only. It covered fiscal years 2016-17 to 2018-19. Documents were reviewed for all years since 2011, when the program started"--Introduction.
