"This evaluation addressed the correctional programs delivered by the Correctional Service of Canada (CSC). Specifically, the evaluation focused on the Integrated Correctional Program Model (ICPM) and the Women Offender Correctional Programs (WOCP). … The evaluation covered the period from 2013-14 to October 2018, with variations across evaluation questions and data sources. The scope of the evaluation included: 1) the continued relevancy and need for correctional programs; 2) the effectiveness of correctional programs (i.e., program access and delivery as well as the extent to which programs are achieving their expected results); and 3) the efficiency of correctional programs"--Executive summary, page v.
