"Industry representatives indicate that top-level graduates from electronic engineering, computer sciences and related fields are key to further job creation and technical innovation in Canada's information and communications technologies sector. Finding ways to develop, support and retain these people in Canada is a very important task for industry and public policy, and there are no easy solutions. Levels of compensation and taxation, the economic opportunities available, the scarcity of possible employers in Canada, the amount of research money available in Canadian universities, and international demand for -- as well as the mobility of -- talented people mean that these industries face formidable challenges in retaining persons with key skills in Canada"--Abstract, page ii.
