"This independent assurance report was prepared by the Office of the Auditor General of Canada on the Onshore Program of Natural Resources Canada's Emissions Reduction Fund. Our responsibility was to provide objective information, advice, and assurance to assist Parliament in its scrutiny of the government's management of resources and programs, and to conclude on whether the Emissions Reduction Fund complied in all significant respects with the applicable criteria.. … The objective of this audit was to determine whether Natural Resources Canada designed and implemented the Onshore Program of the Emissions Reduction Fund to achieve greenhouse gas emission reductions in the oil and gas sector in a manner that ensured value for money for contributions"--About the audit, page 32.
