"In 1986, when federal housing programs returned to a policy of targeting exclusively low-income households, this was accompanied by an understanding that projects would be smaller and more widely dispersed. This change in delivery methodology was expected to effectively avoid the negative outcomes of the fully-targeted programs of earlier eras. This study explores changes in the size and locations of social housing projects and their locations, by comparing post'85 projects with those of earlier eras. Socio-economic conditions of the neighbourhoods containing recent projects and the proximity of those projects to various services are examined"--Executive summary, page 1.
