"Research has indicated that tenant participation in public sector housing has provided an enhanced social environment for its residents, and improved the cost effectiveness of publicly operated rental housing operations. The objective of this report was to explore the degree to which tenant participation occurs in the private rented sector and to identify case studies of these examples. The intent was to document the attitudes and perceptions of tenant associations and property owners/ managers about tenant participation, and about its potential in the private rented sector"--Executive summary.
