"In the fall of 2020, while the COVID-19 pandemic was still in its early stages, the House of Commons Standing Committee on Foreign Affairs and International Development (the “Committee”) undertook a multi-part study on the vulnerabilities the pandemic was creating and exacerbating. The reports that resulted from that multi-part study made wide-ranging observations and recommendations, including with respect to the need to provide developing countries with COVID-19 vaccine doses"--Introduction, page 3.
