"The 2022+ Underground Economy Strategy (the 2022+ strategy) is the Canada Revenue Agency’s (CRA) fourth published guiding document on the underground economy (UE) since 2014, providing an overview of the Agency’s response to the UE and its efforts in reducing UE-related tax non-compliance. Changes from previous UE strategies include an update to the definition of UE and the adoption of an evergreen approach, recognizing that UE work is part of the core mandate of the CRA, requiring ongoing, adaptive approaches and a whole of Agency approach"--Executive Summary, page 2.
