520 | |a"The Preamble of the bill sets out a series of principles comprising the context and the legislative intention of the draft legislation. Many of its recitals, including those referring to the value of nature and wildlife to Canadians, were also found in the Preamble of Bill C-65. The Preamble states that wildlife has international value and that providing legal protection for species at risk would in part meet Canada’s obligations under the United Nations Convention of Biological Diversity, which Canada has ratified. The precautionary principle is endorsed by the statement that “if there are threats of serious or irreversible damage to a wildlife species, cost-effective measures to prevent the reduction or loss of the species should not be postponed for lack of scientific certainty.” Other recitals refer to the importance of cooperation between levels of government, which is to be promoted through the leadership of the Canadian Endangered Species Conservation Council. The roles of the aboriginal peoples, individual Canadians and communities are all cited as important to the conservation of wildlife species"--Description and analysis, page [4]. |
