"This discussion paper has the urgent task of delineating the contours of the new environment confronting the Canadian Broadcasting Corporation (CBC) and the alternative policy responses which the Government might make to adapt the publicly owned national broadcasting service to this new environment and increase its accountability to the government and Parliament. In particular, this discussion paper will focus on the different approaches available to the Government to assure, as called for in the Broadcasting Strategy, the strengthened performance of the national broadcasting service as a crucial component of an identifiably Canadian broadcasting system"--page 3.
