"This evaluation covered the Canadian Blood Services Grant and Contribution Programs for the period from 2008-09 to 2012-13. The evaluation was undertaken in fulfillment of the requirements of the Financial Administration Act and the Treasury Board Policy on Evaluation (2009) ... The purpose of the evaluation was to assess the relevance and performance of the Programs. The evaluation conclusions and recommendations were developed to support evidence-based decision-making with regard to Health Canada’s Canadian Blood Services Grant and Contribution Programs. Preliminary results were made available to Health Canada to inform the renewal process of the Programs in December 2012"--Executive Summary, page ii.
