"Indigenous children are vastly overrepresented among foster children in Canada. In 2021, Indigenous children accounted for 7.7% of all children under age 15 in the general population, but 53.8% of children in foster care (Statistics Canada, 2022). The National Centre for Truth and Reconciliation (2021) has reported on how this overrepresentation within the child welfare system is a legacy of the residential school system and a perpetuation of a history of colonial policies and practices that have separated Indigenous children from their families and communities"--Introduction, page 3.
