"Health Canada (HC) and the Public Health Agency of Canada (PHAC) have established a shared services partnership that includes information management and information technology (IT) functions. The Chief Information Officer (CIO) for the Department and Agency is responsible for the stewardship of IT governance, planning, and strategies. The aim is to promote a strong IT regime by establishing an effective governance structure, integrating IT planning into overall corporate planning, and aligning strategies with those of the Government of Canada. We examined the effectiveness of management controls over the development of IT systems. This included the Treasury Board's sub-delegation of accountability to the CIO for IT systems development"--Executive summary, page ii.
