"In response to the tragic events that occurred in the Saskatchewan communities of James Smith Cree Nation (JSCN) and Weldon on September 4th, 2022, the Commanding Officer of 'F' Division, Assistant Commissioner, Rhonda Blackmore (CO Blackmore) initiated an internal review of the RCMP response to the event. This review, through an assessment of specific objectives, would seek to determine: whether lessons-learned and recommendations that stemmed from past mass casualty events had been adopted; whether the RCMP's response to the event was effective; and to identify and make recommendations for improvements"--Introduction, page 4.
