This report presents an overview of the burden imposed on Canadian businesses as a result of Statistics Canada surveys. Such burden, measured in hours, is referred to as compliance cost. The focus of the present report is on business surveys conducted in the years 1999 and 2000. The report is on business surveys conducted in the years 1999 and 2000. The report also includes a time-series covering the entire period from 1991. Two measures of compliance cost are used herein -- the traditional measure, referred to as potential compliance costs, which is based on frequency, sample size and average-time-to-complete, and an alternate measure, referred to as actual compliance costs, which, in addition to the factors used in the traditional measure, also takes response rates into account. Compliance costs are measured for all business surveys, for surveys by type (whether the activity is new, ongoing, or discontinued), by subject matter division and by the size of the responding business. This report complements the information provided in the annual Departmental Performance Report to Parliament and is intended primarily for an internal audit.
