"The Department's present procedures and enforcement problems related to cable TV applications and proofs of performance are analyzed, and a number of options are proposed which would enable a reduction in the degree of direct regulatory control exercised by the Department. For 12 channel systems, head-end evaluation along with a commitment and a self-certification procedure by cable operators with respect to BP23 standards are proposed as a means to provide a greater degree of self-regulation. For augmented channel operations, retention of tighter control is proposed because of the hazard of interference to primary radio services. A more comprehensive inspection program is also considered to be an essential part of the deregulation process"--Abstract.
