"Attention is often focused on the fact that rates for local telephone service are lower for residents of provinces where the carriers are government-owned than for those where the telephone companies are investor-owned. The difference in rates is usually explained as a result of the income tax-free status of the government-owned carriers. This study examines the rates charged in a different light by addressing the question, "How many hours of work does it take the average wage-earner in each province to pay for his basic telephone service?" We answer this question for three years in the past decade and thus establish trends by province which are then compared"--Introduction, page 1.
