"Accurate radar tracking of targets flying at low altitudes above a smooth surface is difficult because of the surface reflection. We propose a solution based on deterministic physical modelling of the specular multipath and the maximum likelihood method. This report describes the techniques and the results of performance studies. We derive the Cramer-Rao bound and show the benefit of using the refined propagation model. Monte-Carlo simulations are employed to compare the performance with the Cramer-Rao bound and demonstrate threshold effects on target height estimation. Finally we present the results obtained with two X-band radar experimental systems"--Abstract, page iii.
