"Early in 1971, the Department of Communications recognized the desirability for digital communications experiments to be conducted with the Communications Technology Satellite (CTS), now named HERMES. General guidelines in this embryonic period were to investigate new concepts, to develop advanced techniques and to promote work in high-speed technology in Canada. This paper reports on experiments in synchronization for Time-Division Multiple-Access (TDMA) systems for satellite communications and on a closely related experiment in orbit perturbation measurements (OPME)"--Introduction, page [3].
